Require one categorical austerity measure: Reduce weapons expenditure by 10% first year, by 50% a short time later, then down to the last 10% remains of glowing cinder. Loan disbursals are proportional to contracted satisfaction of peace agreements, punitive against contract failures of any kind.

Good work. There are thousands of abandoned motels with running water, electric and locked doors; all of them illegal to occupy. Thousands more empty malls, same. The rehousing infrastructure is there to re-occupy with minimum expense and bureaucratic interference. Get churches, clubs and townships to adopt a local motel out of business for years. Provide security, mail and fire safety. Otherwise, spend every cent on community grants to each re-housed community. Small change compared to the insane bureaucracy foisted on us now; and the illegalized re-occupation police state dictated by rich people with no skin in the game

There could be a help-wanted website that recruits people with specific talents: Electrical, plumbing, carpentry, health, safety and mix them in with legal help, pharmacy, restaurant, retail people to make up a balanced township to fit local infrastructure. How to attract the Mandate of Heaven? On the whole, global and local leadership must be honest, problem solving, humane at all costs, and respectful of ancient protocols. Or the Mandate just flips the chess board, in frustration at our failure to understand. It microwaves this generation of Earth sentience with various energy vibrations, forgets us, and grows the next Terran living antenna, modulator and repeater.

Good or bad leaders are one in a thousand. They can be promoted to leadership or demoted to irrelevance just as easily, once the other 999 Learners understand how the Mandate of Heaven works.
