A credit card good for $50, maybe .50, maybe more, cashed by them only, monthly. Upscale on the finance ladder, bankrupt anyone who finances local arms. Burn the tender tips of the forever war arms industry, teach it nonlethal manners and manoeuvers. Use the seized assets of the war merchants to pay locals to stop fighting. Capisce?

Climate cooling and eco restoration projects require massive personnel inputs and their funding therefor debt accrual. Address global debt load so as to lower it globally and still achieve Climate cooling and eco restoration projects, much less universal equality of human rights under World Law. Many more benefits should befall from PeaceWorld.
Your job: Offer very favorable, low interest, long term loans to pay off all public debt. Offer them to all participants, regardless of current scale of debt or credit rating.
Require one categorical austerity measure: Reduce weapons expenditure by 10% first year, by 50% a short time later, then down to the last 10% remains of glowing cinder. Loan disbursals are proportional to contracted satisfaction of peace agreements, punitive against contract failures of any kind.
Nuclear stand-downs all around. Certified armament destruction. Current offensive projects and proxy wars defunded. Defund contract mercenaries, political thug mobs, militias and paramilitary. One tenth the national military police force (you define that, to include prison empires, civil police and judiciary), 1/10th the intelligence agencies. What you lose in dross and bloat, you gain in quality and brains by wise selection.
Many agreements on super lethal, drone patrolled demilitarized zones between active belligerents. Say an hour’s unopposed drive from one side to the other by armor down the local highway. With further set-offs of troops on both sides. Zero drone lethality if no offensive, big lethality if so. Cheap real estate for bold private housing and business.

Use mass media to recruit local enthusiasm for peace and prosperity. Mass refugee repatriation, liberation of political, ethnic and religious prisoners. Equality under the law as locally enforced. Recruit local elders male and female for judiciary appointment by acclamation. UN credit cards for ex-belligerents: monthly room and board NOT TO FIGHT. That money spreads into the civil economy. Credit card tilts to zero if tampered with. Or grows to infinite jest of mass fraud and traitor sellout – all of it on record for local judicial pursuit. Pay goes up and down with productivity, studies, job; down and out with signs of violence. All this explained in detail to every recipient. Intro class, personal presentation ceremony?
Impose crippling economies on holdouts of every public scale. Total economic pariah status. Denial foreign entry to standout populations. Fund local popular opposition to standout govts.

The Mandate of Heaven took China millennia to learn. You have maybe two hundred years. Catch up fast, Yankee pragmatists.
Global leadership is honest, problem solving, humane where possible, and respects ancient protocols. It earns the Mandate of Heaven from its fanatical devotion to duty and sacrifice of self. There is relative abundance, relative peace, relative security. The people are quiet. The weather (with catastrophic exceptions) is mild. That is the Mandate of Heaven, as upheld by the people in charge.
How to lose the Mandate of Heaven: Global leadership defaults to corruption and self-gain destructive of everything and everyone else. It loses the Mandate of Heaven. Ruination, bankruptcy, local violence and foreign wars, no-one is safe from top to bottom. The people complain louder and louder. The weather goes exponentially more catastrophic. Cosmic scale weather anomalies abound beyond hundred year records. The Heavens unleash energy never recorded before.
A society regains the Mandate of Heave by punishing the cruel for profit and rewarding sacrificial problem solvers. Those people are one in a thousand. They can be easily controlled by everyone else once everyone else understands the Mandate of Heaven fully.
Then other problems will shrink to manageable proportions. So , too, the weather and climate and global warming will moderate as miraculously as past tempests stormed exponentially. The ecological healing of the world, will advance by leaps and bounds of popular enthusiasm, direct action and straight-forward miracle. So will all social goods grow back into the social fabric and strengthen it in peace.
The mandate of heaven is simple, it is historically proven, it is the expression of divine love for humanity.
